Participation of the General Inspectorate for Migration in Joint Return Operations via Collection Flights

The General Inspectorate for Migration (GIM), in cooperation with the German Federal Police and the European Border and Coast Guard Agency (FRONTEX), has been successfully conducting joint return operations via charter flights on the Germany–Republic of Moldova route for over a year.

As part of these missions, GIM staff participate as observers, escorts, or medical personnel, ensuring compliance with procedural standards established by FRONTEX, including those related to the protection of human rights. Additionally, a representative of the Ombudsman’s Office participates in each operation to monitor compliance with relevant standards, alongside a monitor appointed by FRONTEX.

This activity is the result of a constructive dialogue with FRONTEX and German law enforcement authorities, reflecting both the Republic of Moldova’s commitment to its European path and the outcomes of training sessions aimed at strengthening the national authorities’ return capacities.

The operation is carried out in accordance with Action 36 of the National Action Plan for the Accession of the Republic of Moldova to the European Union (2024–2027), which provides for the improvement of legal instruments related to readmission and assisted voluntary return, through cooperation with EU Member States and participation in joint missions under the aegis of FRONTEX.

During the latest operation, GIM representatives held a bilateral meeting with officials from the German Federal Police and the Federal Office for Migration and Refugees (BAMF), to evaluate ongoing operations, review each procedural stage, and identify common actions for improving future missions. The German side expressed its appreciation for the professionalism of GIM personnel and the efficient cooperation between the authorities.

Strengthening the dialogue with FRONTEX and EU Member States, as well as initiating new activities in the field of return and readmission, remains a priority on GIM’s European agenda.
