1. Do I need an invitation to apply for a transit visa, and where should I go?

Foreigners applying for an airport transit visa or a regular transit visa are exempt from the invitation procedure, provided they can present guarantees that they will be allowed to enter the destination country or will leave the territory of the Republic of Moldova.

2. How can I apply for a family reunification approval?

The application for a family reunification approval must be submitted in person by the applicant (who must be either a citizen of the Republic of Moldova or a holder of a temporary or permanent residence permit in the Republic of Moldova) at the IGM’s one-stop counters for foreigners.

3. What type of visa do I need if I want to work in the Republic of Moldova?

If you intend to work in the Republic of Moldova and you are not on the List of foreigners exempt from the visa requirement when entering, leaving, or transiting the territory of the Republic of Moldova (see Annex no. 2 of Law no. 257/2013 regarding third-country nationals who are required to hold a visa and those who are exempt from this requirement when crossing the state border of the Republic of Moldova), you will need a long-stay visa type "D" for employment purposes (D/AM).

This visa is granted to foreigners entering the Republic of Moldova for employment, foreign employees temporarily assigned by foreign companies, trainees, or seasonal workers.

Visas are also issued for athletes who are to perform for clubs or teams in the Republic of Moldova, based on an individual employment contract.

4. How can I obtain a Personal Identification Number (IDNP)?

To obtain a certificate confirming the Personal Identification Number (IDNP), the foreign citizen must submit a standard application, along with the original documents and copies, to the Foreigners Documentation Desks within the General Inspectorate for Migration.

5. How should a criminal record certificate be apostilled or legalized?

6. Is a foreigner with a residence permit required to purchase a medical insurance policy?

The General Inspectorate for Migration recommends purchasing a medical insurance policy.

Please note that foreigners mentioned in Article 2, paragraph (1), letters a)–c) of Law no. 274/2011 on the Integration of Foreigners—those employed in Moldova under an individual employment contract based on national legislation, holders of permanent residence rights in Moldova, as well as beneficiaries of international protection—have the same rights and obligations regarding mandatory health insurance as Moldovan citizens.

7. What documents prove ownership or usage rights over a residential property in the Republic of Moldova?

In order to prove the right of ownership or use over a residential property, the foreigner must present either an extract from the Register of Immovable Property or a lease contract registered in accordance with the law. If the lease contract is presented, it must be accompanied by a confirmation of registration, stamped with the stamp of the State Tax Service.

8. I am from Romania and I want to obtain the right of residence. Does my criminal record have to be notarized?

The criminal record issued by the Romanian authorities does not require notarization to obtain the right of residence in the Republic of Moldova.

9. What documents are required to obtain the right of residence for work purposes?

Labour immigration is based on the needs of the national economy for skilled workers when vacancies cannot be filled by local labour. Required documents include:

● Standardized application form (demersul tipizat)

● National identity document used to enter the Republic of Moldova

● Individual employment contract stating the monthly salary, corresponding to the category of the requested right of residence

● Criminal record certificate or equivalent legal document (If the applicant has had legal residence for at least two years in a country other than their country of citizenship, the criminal record certificate must be issued by the authorities of the country of residence, along with proof of legal stay there)

● A document confirming ownership or rental of housing in the Republic of Moldova

● A 3x4 cm color photograph

10. How much money must a foreigner have to prove sufficient means of subsistence for the right of residence to be granted?

The amount required to prove sufficient means of subsistence depends on the purpose for which residence is being requested, in accordance with Government Decision No. 332/2011 on the approval of the minimum amount of means of subsistence for foreigners in the Republic of Moldova.

11. What conditions must be met in order for a rental agreement to be considered legal?

In order for a rental agreement to be considered legal, it must be registered with the State Tax Service. 12. What documents do I need to bring people to work from the Federal Democratic Republic of Nepal?

In the Republic of Moldova, labour immigration of foreigners takes place according to the needs of the national economy for skilled labour in cases where vacancies cannot be filled by local labour, in accordance with the provisions of the present law, other regulatory acts governing labour migration, as well as international treaties in this field to which the Republic of Moldova is a party.

Thus, first of all, it is necessary to register the vacancies.

Then it is necessary to submit the documents for the issuance of invitations for foreigners to one of the foreigners’ documentation counters (entry visa to the Republic of Moldova for Nepalese citizens is issued on the basis of an invitation issued by the General Inspectorate for Migration). In addition, submit the documents for the granting of the right of residence for work purposes. The list of documents can be found at

Having received these two documents from the General Inspectorate for Migration, the foreigner must apply to the diplomatic mission of the Republic of Moldova abroad to obtain an entry visa to the Republic of Moldova;

Subsequently, within 5 calendar days from the date of entry into the country, the foreigner must present him/herself to the competent authority for foreigners to obtain a residence permit.

13. How can a person from the Republic of Poland working as a teacher in the Republic of Moldova register?

The application for granting the right of temporary residence must be submitted to the GIM at least 15 calendar days before the expiry of the period for which the right of residence has been granted.

In order to obtain the right to temporary residence for the purpose of employment on the territory of the Republic of Moldova, the beneficiary must present him/herself to one of the GIM’s one-stop foreigners’ documentation counters with a set of documents in copies and originals, namely:

- the standard application form;

- the national identity document, in original and copy, on the basis of which the EU citizen entered the Republic of Moldova;

- the Notification issued by the competent educational authority;

- the individual employment contract indicating the monthly salary of the foreigner;

- the criminal record certificate or other document of the same legal value (if the citizen has legally resided in a country other than the country of citizenship for at least two years, he/she must submit a criminal record certificate issued by the authorities of the country of residence, as well as a document confirming the right of residence);

- the original and a copy of the document confirming the right of ownership or use of the dwelling (title deed or rental agreement);

14. How can I obtain a temporary right of residence to carry out volunteering activities?

In order to obtain the right of temporary residence, a foreigner must submit an application to the General Inspectorate for Migration at least 30 calendar days and EU citizens at least 15 calendar days before the expiry of the period for which they have been granted the right of residence.

The right to temporary residence for the purpose of voluntary activities may be granted or extended at the request of a foreign national if he/she submits:

- a request from the public association and an application in the prescribed form;

- the foreigner’s national passport with the relevant entries made by the state border control authority;

- the long-stay visa (for foreigners entering on a visa);

- an excerpt from the register of non-profit companies;

- the volunteer contract;

- a criminal record certificate from the applicant’s country of origin, legalised/apostilled by the authorities of the state of which the foreigner is a citizen;

- original and copy of the document confirming the right of ownership or use of the dwelling (excerpt from the Register of Real Estate or a rental contract registered in accordance with the law);

- health insurance valid for at least 3 months;

- proof of means of subsistence in the amount corresponding to the category of the requested right of residence;

15. Can we accept an application for the right of residence for work purposes from a foreigner who identifies himself/herself with an identity card?

If the foreigner is a citizen of the European Union, he/she can obtain the right and residence permit for the purpose of work on the basis of an identity card.

16. What health insurance is required when applying for a residence permit?

When applying for the right of residence, it is necessary to present a health insurance valid in the Republic of Moldova for at least 3 months.

17. If I applied for asylum and was refused, can I still work in the Republic of Moldova and apply for a residence permit for employment purposes?

You have the right to work if you have complied with the general conditions for entry, stay, or residence in the territory of the Republic of Moldova, even after a decision to refuse the granting of a form of protection.

18. Do minor children need residence permits?

Please note that the residence permit is an identity document that confirms the legal right to reside in the Republic of Moldova and can be obtained at the request of one of the parents.

At the same time, we emphasize that according to Article 84(7) of Law No. 200/2010 on the Regime of Foreigners in the Republic of Moldova, foreigners who are temporarily and legally present may remain in the Republic of Moldova only until the date on which their right to stay expires, as established by visa, residence permit, or confirmation of the right to stay.

19. What are the reasons for refusal to issue an invitation?

According to Article 28, paragraph (7) of Law No. 200/2010 on the Regime of Foreigners in the Republic of Moldova, the authority competent for foreigners shall issue a decision of refusal to issue the invitation if:

a) the foreigners do not meet the entry conditions into the Republic of Moldova as provided in Article 6, paragraph (1), letters a), c), e), f), and g) of Law No. 200/2010 on the Regime of Foreigners;

b) there is any reason for not allowing entry into the Republic of Moldova as set out in Article 8, paragraph (1), letters b)–l) of the same law.

20. I need a certificate confirming the composition of my family. Where do I go, and what option do I choose in the "Earlyone" app?

To obtain the certificate confirming the composition of the family, the applicant must submit a request using the approved template, accompanied by the original and a copy of the required documents, at the Foreigners Documentation Counters of the General Inspectorate for Migration.

21. What documents do I need to obtain the Confirmation of State Identification Number (IDNP) assignment?

A foreigner requesting confirmation of the assignment of a State Identification Number (IDNP) must submit an application using the approved template (which can be downloaded from https://igm.gov.md/confirmarea-statutului-strainului-pe-teritoriul-rm/), along with the original and a copy of their travel document.

22. Under what conditions can an LLC administrator obtain the right of residence?

The conditions for obtaining the right of residence for employment purposes as an LLC administrator may be consulted in Article 43/6 of Law No. 200/2010 regarding the regime of foreigners in the Republic of Moldova.

23. I reside in Moldova with a residence permit for family reunification. How can I obtain official employment?

Foreigners who are holders of the right of residence and a temporary residence permit obtained for the purpose of family reunification may be employed without prior issuance of a residence permit for employment purposes or a temporary residence permit for employment purposes.

24. When applying for the right of residence, may I submit my criminal record online?

The application for the issuance of a temporary residence permit must be accompanied by a criminal record certificate or another document of equivalent legal value, translated and legalized/apostilled by the authorities of the foreigner’s country of citizenship. In the event that the foreigner has legally resided for at least two years in a country other than their country of citizenship, they must present a criminal record certificate or equivalent document issued by the authorities of the country of residence, translated and legalized/apostilled, as well as the document confirming the right of residence.

25. I have held a temporary residence permit for family reunification for 5 years. I would like to obtain Moldovan citizenship. Is it mandatory to first apply for permanent residence, or can I apply directly for citizenship?

Citizenship of the Republic of Moldova may be granted, upon request, to a foreign citizen or a stateless person over the age of 18 who has legal and habitual residence in the Republic of Moldova, respects the provisions of the Constitution, has passed the Romanian language proficiency test, has legal sources of income, is married to a Moldovan citizen for at least 3 years, and has continuously resided in Moldova for the last 3 years.

26. I want to submit my documents for the right of residence, but of the three months I am allowed to stay legally in the country, I have only two days left. Can I still submit the documents for the right of residence?

To obtain a temporary residence permit, a foreigner must submit an application to the competent authority for foreigners at least 30 calendar days in advance, and EU citizens at least 15 calendar days in advance, before the expiration of their legal stay.

Failure by foreign citizens or stateless persons to submit the application for granting/extending the right of residence to the competent authority within the prescribed time limit is subject to a fine ranging from 18 to 30 conventional units.

27. I submitted an application for an invitation via email, but I have not received either a payment invoice or confirmation. What should I do?

Applications for issuing invitations for foreigners must be submitted in person at one of the Single Foreigners Documentation Desks of the Regional Directorates within the General Inspectorate for Migration.

28. Can I submit the documents to extend the residence permit 2-3 months before the expiration date?

For extending the right of residence, documents can be submitted before its expiration, but no later than 15/30 days, depending on the case.

29. If I have a provisional residence permit as a volunteer for 3 years, what can I do to continue staying in the country, how can I extend it, or what is the procedure to receive another residence permit for volunteering purposes?

According to art. 41, para. (3), of Law no. 200/2010 regarding the regime of residence of foreigners, the right of provisional residence for volunteer activities is extended for a cumulative period of up to 3 years. Upon expiration of this period, the right and residence permit can no longer be extended.

We emphasize that according to art. 84, para. (7) of Law no. 200/2010, foreigners temporarily and legally present can remain on the territory of the Republic of Moldova only until the date when the right of stay established by visa, residence permit, or confirmation of right of stay ends; afterward, they are subject, as applicable, to the general conditions of entry, stay, or residence on the territory of the Republic of Moldova.

30. If I need to get an approval for family reunification and at the same time I need to make an invitation for the foreign citizen, which procedure is done first, or can I schedule for both simultaneously? Do I need 2 separate appointments or is one appointment enough?

The request for issuing the invitation and the approval for family reunification are distinct procedures and are submitted separately. Therefore, for each procedure, a separate appointment is required.Both requests are submitted on the same day (simultaneously).

31. Can I present health insurance in an online format?

Health insurance can be presented also in electronic format, provided it is valid and verifiable. Thus, the authenticity and validity of the document can be confirmed through the corresponding verification systems.
