The General Inspectorate for Migration (GIM) has strengthened its institutional capacities in the field of collective return operations, benefiting from the support of the European Border and Coast Guard Agency (FRONTEX).
Between 3–7 November 2025, GIM employees, together with representatives of the General Inspectorate of the Border Police, participated in a training session entitled “Course on Conducting Return Operations by Collecting – Moldova.” The activity aimed to enhance the professional competencies of staff involved in managing return operations, particularly those related to the escorting and removal of persons staying illegally.
A central aspect of the course focused on the protection of human rights during such operations. With the support of the Ombudsman’s Office, participants benefited from thematic training on the respect of fundamental rights, in accordance with FRONTEX-approved monitoring procedures, which include the participation of monitors in return operations.
Held at the “Ștefan cel Mare” Academy of the Ministry of Internal Affairs, the course brought together 20 participants and was delivered by FRONTEX instructors. The program combined theoretical modules and practical exercises, including simulations and exchanges of good practices between representatives of the Republic of Moldova and the Member States of the European Union.
In its message, FRONTEX commended the involvement of GIM and the excellent cooperation between Moldovan authorities and the agency, highlighting the course’s contribution to strengthening national capacity in the field of return and readmission, as well as the importance of partnership and dialogue in the effective management of return operations.
Through such activities, the Republic of Moldova continues to strengthen its institutional capacities and align its practices with European standards in migration management, security, and the protection of fundamental human rights. This action is part of the commitments undertaken within the EU–Moldova Agenda and contributes to the country’s EU accession process, ensuring that return operations comply with FRONTEX standards and the principles of human rights protection.
