Identity documents for stateless persons
A foreigner who has been recognized as a stateless person is issued with an identity card for stateless persons and a travel document.
Documents required for issuance of identity card
- Identity document, if possessed (foreign citizen's passport - if he/she was a citizen of a state; Soviet-type passport (1974 model), provisional identity document, which does not contain data on citizenship);
- Decision on recognition of statelessness;
- Civil status documents: birth certificate, marriage and/or divorce certificate, certificate of change of name and/or surname, birth certificates of minor children, death certificate of spouse (in case of death of spouse);
- Extract from the marriage certificate (to be submitted by persons who have dissolved their marriage abroad and there is no provision for the issue of a divorce certificate in that country);
- Notice of annulment, rectification and/or completion of the civil status record;
- The documents proving the right of ownership or use of the accommodation space provided for by this Regulation: notarized agreement of the owner of the accommodation space, the deed to the accommodation space (contract of sale-purchase, donation contract, certificate of legal heir, etc. ), the voucher for the dwelling, the voucher for the living space in the dormitory, the lease or sublease contract, the decision of the local public administration authorities (prefecture, city hall) on the modification of the lease contract of the living space due to the fact that another person is declared as a tenant, the final and irrevocable court judgment on the recognition of the person's right to the living space in the respective building, the extract from the Register of Households in the respective locality proving the existence of the living space and the list of the members of the peasant household, the application of the administration of the social welfare and social protection institution, specialized medical and sanitary institution, boarding school, orphanage, family-type children's home, penitentiary institution, military unit, educational institution, including the one subordinated to the Ministry of Interior or the Ministry of Defense, foster homes and other specialized institutions that have living spaces;
- document proving the blood group;
- proof of payment of the fees and charges for issuing the identity card.
Acts required for issuance of travel document
- Travel document to be exchanged
- Identity card, except in cases of simultaneous issuing of identity documents
- Declaration of lost or stolen travel document
- Proof of payment of state taxes and fees for the issuance of the identity document
- Civil status documents, as appropriate: birth certificate, marriage and/or divorce certificate, certificate of change of name and/or surname, birth certificates of minor children, death certificate of the spouse (in case of death of the spouse), extract from the marriage certificate (to be submitted by persons who have dissolved their marriage abroad and in the respective state there is no provision for issuing a divorce certificate), notice of annulment, rectification and/or supplementing of the civil status document.
