Between September 15–19, 2025, the General Inspectorate for Migration (GIM) hosted a Twinning mission with the participation of experts from the General Inspectorate for Immigration of Romania.
The objective of this activity was to conduct a comprehensive assessment of IT capabilities in the areas of migration and asylum management, and to identify improvements for internal digital processes as well as alignment with EU-level systems, including aspects related to digitalization and interoperability with EU systems such as EURODAC and DubliNet.
The mission began with a presentation of the objectives and the Romanian model of digitalization, offering concrete examples of how technology can transform migration and asylum processes. Experts showcased how national systems connect to EU platforms like eu-LISA and how internal digital workflows can be improved. Expert-level discussions were held with various stakeholders, including the IOM Mission in Moldova, the E-Governance Agency, the Information Technology Service, representatives of the EU4LEAM Project, and others, laying the groundwork for future collaboration.
Throughout the week, the experts analyzed GIM's IT infrastructure, including data centers, servers, and security measures. Technical interviews and internal workflow assessments provided insight into how asylum, migration, and work or study permits are managed. In parallel, an evaluation of IT and HR competencies highlighted the need to strengthen digital governance and prepare for regional interoperability.
Practical activities included process analysis in GIM’s regional directorates, working groups on IT governance, data protection, and cybersecurity, as well as workshops aimed at aligning internal procedures with MIS modules.
In conclusion, the findings were consolidated and validated together with GIM leadership, and the final debriefing laid the foundation for a clear roadmap toward continuous digitalization. GIM leadership appreciated the efforts and openness of the experts, emphasizing the importance of this collaboration for the modernization of migration and asylum processes.
This mission demonstrated that digitalization enhances efficiency, data security, and Moldova’s readiness for integration into the European information space.
This activity is part of Component 1 of the Twinning Project, dedicated to assessing GIM's capacity to align with European standards in the field of migration and asylum. Furthermore, the mission supports the implementation of the EU accession agenda and the Rule of Law Roadmap, monitored by the European Union Delegation.
The Twinning Project is implemented by a consortium of three EU Member States—Sweden (lead partner), Greece, and Romania. Its aim is to strengthen GIM’s capacity to meet the commitments undertaken by the Republic of Moldova as part of its European integration process, particularly under Chapter 24: "Justice, Freedom and Security."
