The General Inspectorate for Migration informs the public about procedural changes related to the issuance of identity documents for foreign nationals, in the context of the introduction of the new identity document model within the national passport system of the Republic of Moldova - the Residence Card, which will be launched in circulation starting in 2026.
As a result of these national-level changes, we provide the following clarifications regarding the organization of the processes for receiving and issuing identity documents intended for foreign nationals:
🔹 Starting from 2nd December 2025, the procedure for the simultaneous submission of applications for obtaining the right of residence and for the issuance of the residence permit will be stopped.
🔹 During the period 29th–31st December 2025, the Foreigners’ Documentation Desks of the GIM will suspend the reception of:
• applications for residence permits for foreign nationals;
• applications for identity cards for stateless persons, refugees, and beneficiaries of humanitarian protection.
🔹 During the period 1st–15th January 2026, the reception of applications for the issuance of the residence card under expedited procedures („Same-day issuance”, „1 working day”, „5 working days”) will be suspended.
At the same time, the issuance period of the residence card for foreign nationals holding temporary residence rights for employment purposes will be extended to14 calendar days.
The General Inspectorate for Migration appreciates the public’s understanding and reiterates that all necessary efforts will be made to ensure a smooth and secure transition to the new procedures.
These changes are implemented in accordance with the provisions of Law No. 200/2010, Law No. 68/2024, and Law No. 273/1994 on identity documents within the national passport system, concerning the documentation of foreign nationals with the residence card.
