Authorization for emigration

The authorization for emigration is the official permission granted by Moldovan authorities to foreign nationals to take up residence abroad. Foreigners who hold a permanent residence permit in the Republic of Moldova and who wish to emigrate to another country can apply for the authorization for emigration. Foreigners who hold a permanent residence permit in the Republic of Moldova and who wish to emigrate to another country can apply for the authorization for emigration.

Process description

Step 1

Application form

Applications for the authorization to emigrate shall be submitted at the one-stop-shops for the documentation of foreigners of the General Inspectorate for Migration (GIM), in the area where the individual has his/her domicile or residence:

  • The One-stop-shop for the Documentation of Foreigners of the CENTRAL Regional

Directorate of the GIM: Chisinau Municipality, 124 Stefan cel Mare Bd.

  • The One-stop-shop for the Documentation of Foreigners of the NORTH Regional

Directorate of the GIM: Balti Municipality, 9 Moscovei St.

  • The One-stop-shop for the Documentation of Foreigners of the SOUTH Regional Directorate of the GIM: Comrat Municipality, 22 Comsomolului St.

  • The One-stop-shop for the Documentation of Foreigners of the SOUTH Regional Directorate of the GIM: Cahul Municipality, 79 Ioan Voda cel Cumplit St.

Step 2

Pay for service

Payment can be made at/via:

  • Post offices of Poșta Moldovei
  • Governmental service for electronic payments MPay
  • Bank branches

Step 3

Issuance of the authorization

The confirmation is issued and can be picked up at the territorial subdivision of the GIM where the application has been submited.

Fees & deadlines


Period of examination: 90 calendar days

Fee: 150 MDL

Period of examination: 60 calendar days

Fee: 350 MDL

Period of examination: 30 calendar days

Fee: 700 MDL

Requested documents


List of documents required for issuance of the authorization for emigration:

1. Residence permit

2. Foreign passport

3. Civil status documents:

a. birth certificate

b. marriage certificate

c. divorce certificate

d. certificate of change of name and/or surname

e. birth certificates of minor children

f. death certificate of spouse

g. notice of annulment, rectification and/or addition to the civil status record, extract from marriage certificate.

4. Pensioner card

5. Notarized declaration of the applicant's parents who remain residing in the Republic of Moldova clearly stating that the applicant has no legal obligations towards his/her parents.

a)  if the applicant's parents are domiciled abroad, supporting documents shall be submitted.

b) if the applicant's parents are deceased, a death certificate shall be submitted.

6. Notarized statement of the other parent of the minor, who remains residing in the Republic of Moldova with the minor, clearly showing the absence of unfulfilled legal obligations of the applicant towards the minor (if applicable).

7. Notarized declaration of the other parent of the minor, stating the agreement on the minor's emigration together with the applicant, if the declarant remains domiciled in the Republic of Moldova (if applicable).

8. Notarized declaration of the minor (10-18 years old) who emigrates with one of his/her parents, that he/she agrees to emigrate with that parent

Sanctions & penalties

Article 30 of Law 234/2021 provides for disciplinary, civil, administrative or criminal liability, as appropriate, for failure to perform or improper performance of public service tasks.
