Immigration is the entry of foreign nationals or stateless persons into a given country in order to settle permanently or temporarily on its territory.


In order to immigrate, depending on the specific situation, it may be necessary to go through some or all of the steps included below:

  • obtaining/extending the entry visa for the territory of the Republic of Moldova
  • obtaining the right of residence
  • obtaining citizenship of the Republic of Moldova.

Provisional Stay

Foreigners wishing to reside in the Republic of Moldova for more than 90 days may apply for provisional residence.

Permanent Residence

Permanent residence can be applied for by foreigners holding the right of provisional residence (3 years in the case of a foreigner married to a citizen of the Republic of Moldova or 5 years - from other categories).

Authorised Emigration

Who can apply: citizens of the Republic of Moldova, domiciled or residing in the Republic of Moldova, or foreigners holding a permanent residence permit on the territory of the Republic of Moldova and wishing to emigrate to another country.

Repatriation

Repatriation can be requested by foreigners who were born on the territory of the Republic of Moldova and their descendants. Required documents, cost of the service.

Conditions

for entering the territory of the Republic of Moldova


The entry on the territory of the Republic of Moldova is allowed to foreigners who fulfill the following conditions:

a. possess a valid document recognized or accepted by the Republic of Moldova, unless otherwise stipulated in international treaties to which the Republic of Moldova is a party

b. possess a valid visa issued in accordance with the law or, where required, a valid residence permit, unless otherwise stipulated in international treaties to which the Republic of Moldova is a party

c. hold documents justifying the purpose of entry and providing evidence of adequate means of subsistence for the period of stay and of return to their country of origin or transit to another state into which they are certain to be permitted entry

d. provide guarantees that they will be allowed to enter the territory of the state of destination or, in the case of aliens in transit, to leave the territory of the Republic of Moldova

e. they are not included in the category of aliens subject to a ban on entry into the Republic of Moldova or who have been declared as inadmissible

f. do not pose a threat to national security, public order and public health.

Citizens of the member states of the European Union, holders of all types of passports, who

plan to stay for up to 90 days within 6 months from the date of first entry, do not need entry visas for the Republic of Moldova.

  • Period of validity: at the date of entry of the foreigner on the territory of the Republic of Moldova, the period of validity of the travel document must exceed by at least 3 months the date set for leaving the territory of the Republic of Moldova;
  • Blank pages: the travel document must contain at least two blank pages;
  • Period of issue: the travel document must have been issued within the last 10 years.

Rights and obligations of foreigners in the Republic of Moldova


Moldovan legislation gives foreigners the same rights and freedoms as Moldovan citizens, with certain exceptions, without harming the interests of the state, the legitimate rights and interests of Moldovan citizens and other persons. Foreigners are equal before the law and public authorities, regardless of race, nationality, ethnic origin, language, religion, sex, opinion, political affiliation, wealth or social origin.

Foreigners' rights:

  • to work and its protection in accordance with the legislation in force, as well as with the permission of the competent employment bodies;
  • to rest and health protection;
  • to social security with the right to receive allowances, pensions and other social security benefits;
  • at home;
  • to property and intellectual property rights;
  • to education;
  • to association with the right to be members of various cultural, scientific and sports societies;
  • freedom of conscience and opinion;
  • to the family;
  • freedom of movement throughout the territory of the Republic of Moldova;
  • inviolability of person and home;
  • the same procedural rights as Moldovan citizens in court proceedings;
  • to legal assistance guaranteed by the state;
  • to seek protection from the diplomatic mission of their state;
  • to be subject to taxes, duties and other payments on a general basis as citizens of the Republic of Moldova, unless international agreements to which the Republic of Moldova is a party provide otherwise.

Obligations of foreigners:

  • to comply with the legislation of the Republic of Moldova and to submit, under the law, to the control of the competent bodies;
  • to work on the territory of the Republic of Moldova only with the permission of the competent authorities and on the basis of a right/permit to stay issued for this purpose;
  • respect the purpose for which they have been granted the right to enter and, where applicable, the right to stay in the territory of the country;
  • to leave the territory of the Republic of Moldova at the end of the granted period of stay;
  • pay taxes, fees and other payments in accordance with the legislation;
  • legalize their stay in the territory of the Republic of Moldova in the manner established by law;
  • to declare to the General Inspectorate for Migration within the Ministry of Internal Affairs (MIA), within 15 calendar days, the change of the document for crossing the state border;
  • to inform for registration the General Inspectorate for Migration within 15 days from the date of the move to the new address;
  • to inform the General Inspectorate for Migration, within 15 days, about the change of citizenship, termination or annulment of marriage.

Foreigners who wish to take up residence in the Republic of Moldova for a period longer than 90 days may apply for the right of temporary stay. The right of temporary stay may be granted for the purposes of:

  1. family reunification
  2. investments
  3. project implementation
  4. work
  5. studies
  6. humanitarian, religious or voluntary activities
  7. long-term medical treatment
  8. victim protection
  9. other cases.


The foreigner may also apply for the right of permanent stay, which allows the establishment of domicile on the territory of the Republic of Moldova, if the following conditions are met:

a. the foreigner holds the right of temporary stay for family reunification for at least 3 years

b. the foreigner holds the right of temporary stay for a period of 5 years - for other categories.
