Granting the right to temporary stay (exemptions

of residence permits for non-resident employees)

An exemption to obtain a residence permit can be conferred to foreign nationals allowing them the right to temporary stay on the territory of the Republic of Moldova for a cumulative period of more than 90 calendar days, but not exceeding one calendar year.

The service can be provided on six legal grounds:

  • temporary stay of professional sellers
  • temporary stay of providers of contractual services
  • temporary stay of self-employed (independent) professionals
  • temporary stay of seasonal agricultural workers
  • temporary stay of cross-border workers
  • temporary stay of IT professionals

Process description

Step 1

Submit the application

The applicant submits the whole set of documents at the one-stop-shops for the

documentation of foreigners of the General Inspectorate for Migration (GIM):

  • The One-stop-shop for the Documentation of Foreigners of the CENTRAL Regional

Directorate of the GIM: Chisinau Municipality, 124 Stefan cel Mare Bd.

  • The One-stop-shop for the Documentation of Foreigners of the NORTH Regional

Directorate of the GIM: Balti Municipality, 9 Moscovei St.

  • The One-stop-shop for the Documentation of Foreigners of the SOUTH Regional Directorate of the GIM: Comrat Municipality, 22 Comsomolului St.

  • The One-stop-shop for the Documentation of Foreigners of the SOUTH Regional Directorate of the GIM: Cahul Municipality, 79 Ioan Voda cel Cumplit St.

Step 2

Pay for service


Payment can be made at/via:

  • Post offices of Poșta Moldovei
  • Governmental service for electronic payments MPay
  • Bank branches

Step 3

Receipt of application and file examination

At the application stage, the one-stop-shop employee identifies the foreign individual, checks the correctness and completeness of the file, determines their authenticity and legality, accepts or returns the application.

When the application is accepted, the stamp "Conform to the original" will be applied to the copies of the documents received and the applicant will be informed about period of examination and the fees to be charged for the services rendered, in accordance with the legislation in force.

When the application is declined, the one-stop-shop employee shall inform the applicant about

the reasons of rejection and/or request the applicant to remove the irregularities and to submit the missing documents.

Step 4

Issuance of the confirmation

At this stage, the officially stamped confirmation is issued and signed by the Director

of the IGM. The date of issue is registered into the Automated Information Subsystem of the GIM.

Time limit for examination: 10 working days

State fee: 100 MDL

Seasonal agricultural workers

List of documents required for granting the right to temporary stay on the territory of the Republic of Moldova for seasonal agricultural workers:

1. Sworn statement on the right to provisional stay on the territory of the Republic of Moldova of seasonal agricultural workers

2. Copy of applicant's national passport with appropriate references made by the state border control

authority 

3.  Copy of short-stay visa, if applicable

4.  Copy of individual employment contract

5.  Two (2) 3x4 cm color photos.

Professional sellers

List of documents required for granting the right to temporary stay on the territory of the Republic of Moldova for professional sellers:

  1. Sworn statement on the right to provisional stay on the territory of the Republic of Moldova of professional sellers
  2. Copy of applicant's national passport with appropriate references made by the state border control authority 
  3. Document confirming that they are authorized by a legal person from a Member State of the European Union to negotiate the sale of services or goods or to conclude the contract for the sale of services or goods in the Rep. of Moldova
  4. Two (2) 3x4 cm color photos.

IT professionals

List of documents required for granting the right to temporary stay on the territory of the Republic of Moldova for IT professionals:

  1. Sworn statement on the purpose and duration of stay in the Republic of Moldova
  2. Opinion issued by the competent information technology authority
  3. Copy of applicant's national passport
  4. Copy of short-stay visa, if applicable
  5. Copy of service contract

Providers of contractual services

List of documents required for granting the right to temporary stay on the territory of the Republic of Moldova for providers of contracual services:

  1. Sworn statement on the right to temporary stay on the territory of Republic of Moldova of providers of contracual services
  2. Copy of applicant's national passport with appropriate references made by the state border control authority (confirming the date and place of crossing the state border)
  3. Document confirming that the applicant has obtained a service contract for a maximum of 12 months
  4. Document confirming the entitlement to provide a certain type of services on a temporary basis in the employer's interest
  5. Proof of the foreign national's qualification or professional experience of at least 3 years
  6. Two (2) 3x4 cm color photos.

Cross-border workers

List of documents required for granting the right to temporary stay on the territory of the Republic of Moldova for cross-border workers:

  1. Sworn statement on the right to temporary stay on the territory of the Republic of Moldova of cross-border workers
  2. Copy of applicant's national passport with appropriate references made by the state border control authority (confirming the date and place of crossing the state border)
  3. Copy of short-stay visa, if applicable
  4. Copy of individual employment contract
  5. Two (2) 3x4 cm color photos.

Self-employed (independent) professionals

List of documents required for granting the right to temporary stay on the territory of the Republic of Moldova for self-employed (independent) professionals:

  1. Sworn statement on the right to temporary stay on the territory of the Republic of Moldova for self-employed professionals
  2. Copy of applicant's national passport with appropriate references made by the state border control authority (confirming the date and place of crossing the state border)
  3. Service contract concluded for a maximum period of 12 months
  4. Study document or qualification degree and a confirmation of at least 6 years' professional experience in the reference field
  5. Two (2) 3x4 cm color photos.

Sanctions & penalties


Article 30 of Law 234/2021 provides for disciplinary, civil, administrative or criminal liability, as appropriate, for failure to perform or improper performance of public service tasks.
