Registration of domicile/residence and/or

removal from the record

Registration of domicile (or residence) is part of the integrated system of registration and updating of data within the State Population Register.

The registration of persons at domicile or residence aims at keeping track of the inhabitants of the Republic of Moldova and does not establish their rights to the living space.

The record of inhabitants shall be kept through registration of domicile and/or temporary residence in publicly owned or privately owned dwellings, covered by Law No. 75/2015 on Housing, or in other habitable premises.

Process description

Step 1

Submit the application

Registration of domicile/residence and the removal from the record is carried out by entering data in the State Population Register.

The application shall be submitted at the one-stop-shops for the documentation of foreigners of the General Inspectorate for Migration (GIM):

  • The One-stop-shop for the Documentation of Foreigners of the CENTRAL Regional

Directorate of the GIM: Chisinau Municipality, 124 Stefan cel Mare Blvd.

  • The One-stop-shop for the Documentation of Foreigners of the NORTH Regional

Directorate of the GIM: Balti Municipality, 9 Moscovei St.

  • The One-stop-shop for the Documentation of Foreigners of the SOUTH Regional Directorate of the GIM: Comrat Municipality, 22 Comsomolului St.

  • The One-stop-shop for the Documentation of Foreigners of the SOUTH Regional Directorate of the GIM: Cahul Municipality, 79 Ioan Voda cel Cumplit St.


Step 2

Pay for service

Payment can be made at/via:

  • Post offices of Poșta Moldovei
  • Governmental service for electronic payments MPay
  • Bank branches

Pasul 3

File exanimation

Registration of domicile/residence shall be carried out on the basis applicant’s request with following documents enclosed:

  • identity card for domestic use
  • the document attesting the right of ownership or use of the dwelling.

 

Removal from the record of persons' domicile/residence shall be carried out:

  • at the request of the applicant
  • in case of change of domicile/residence and/or in case of authorized emigration
  • at the request of the owner or co-owners of the dwelling, identified by their identity card and

presenting the document attesting to their ownership of the property

  • in case of revocation or death.

Fees & deadlines


Period of examination: 24 hours

Issuing and customizing second-generation residence permits for foreign citizens and stateless persons, second-generation

identity cards for stateless persons, refugees and beneficiaries of humanitarian protection, in case of their exchange due to the change of their domicile or temporary residence to another address or in case of change, completion or correction of the address of domicile or temporary residence, shall be provided within 1 working day, subject to payment of the established fees for the production of the identity cards concerned.


Change of address for holders of permanent residence permit (CR)

  • 350 MDL (GIM fee) + 50 MDL (state fee)


Change of address for holders of provisional residence permit (IR):

  • 350 MDL (GIM fee) + 50 MDL (state fee)


Registration/removal from the record of domicile/residence:

  • 20 MDL (GIM fee) + 50% (state fee).

Required documents


List of documents required for registration/removal from the record of domicile/residence:

  1. The applicant's request for registration or removal from the record
  2. Identity document to be exchanged
  3. National passport of the foreign national/stateless person
  4. The document proving the right of ownership or use of the dwelling (extract from the Register of Immovable Property or rental contract, registered in accordance with the legislation)
  5. Proof of payment of fees and charges for registration or removal from the record.

Sanctions & penalties


Article 30 of Law 234/2021 provides for disciplinary, civil, administrative or criminal liability, as appropriate, for failure to perform or improper performance of public service tasks.
