Foreign citizens who are not employed and who have been granted the right of permanent and/or temporary residence in the territory of the Republic of Moldova for family reunification, studies, humanitarian, volunteer, or religious activities, are obliged to obtain individual health insurance by paying the fixed amount of the Mandatory Health Insurance (MHI) premium within the legal term, by March 31.

During the first three months of 2026, they can benefit from a discounted MHI premium, amounting to 2,527 MDL.

Additionally, foreign citizens who have been granted temporary residence in Moldova as digital nomads are required to obtain individual health insurance by paying the health insurance premium of 12,636 MDL.

Payment of the MHI premium is made through the governmental electronic payment service MPay (mpay.gov.md), which can also be accessed via the official website of the National Medical Insurance Company – www.cnam.md.

In case of any questions or uncertainties regarding the payment of the health insurance premium, foreign citizens may contact the territorial beneficiary relations service of CNAM in their service area by presenting an identity document, or they may call the Info-CNAM service at 0 800 99999.

Important:
Voluntary insurance can only be purchased for the period of obtaining the residence permit. After obtaining a residence permit in the territory of the Republic of Moldova, the foreign citizen is obliged to pay the fixed mandatory health insurance premium under the conditions established by law.
